New threats to IT security are coming from state-sponsored sources, with extensive, coordinated IT resources and specific targets in the United States and elsewhere. This is a phase shift from the threats posed by outlaw hackers, Internet financial schemes, and even domestic cyber terrorism. These new threats require specific protection mechanisms and planning for long-term mitigation.
