Democrat Susan Davis represents San Diego’s 53rd Congressional District. She supported Small Business Innovation Research, and was a strong supporter of the follow-on Biologics Pathway legislation and the Therapeutic Tax Credit legislation. Davis also led an effort to include billions of new funding for the National Institutes of Health (NIH), which was included in the American Recovery and Reinvestment Act.
